Jester's Jubilant Attire unequipable by a Neutral good bard

Despite having 30 bard levels, and being neutral good that seems to fit the requirement, the armour insists on the requirement of 60 umd to equip it.
Hopefully this can be solved!

I've adjusted the item to have less requirements, this may help. (No alignment restrictions)
Ask a DM to exchange the item for you, and see if the new one can be equipped.

A dm tried to spawn a new one in exchange for me but it still had Chaotic requirements.
