Summon Warding doesn't effect NPCs

Casting Dismissal activates Summon Warding, but this doesn't seem to prevent NPCs from using summoning spells.
Used a Rod of Dismissal, got the text about summon warding, and priest of Urdlen still conjured a Planar Ally Succubus.
