Archer Path issues

Hello,
I have been playing a Ranger/AA using the Archer path, and I think that I've encountered some irregularities, or possibly I am not understanding things properly.
First question: Are Archer path bonuses awarded based on character level or the level of the class that took the path, in this case Ranger?
Today I was at level 11, leveling up to level 12 into a level 9 ranger
I was looking at the Archer path and was expecting the called shot feat, so I selected the feat from the feat list, but didnt get another feat option. So I may have wasted a feat if it was going to be awarded after the level up process. That was weird to me so I started looking things over a bit.
When I leveled to level 10 (total levels) I received the ability to make Damask arrow bundles, so that got me thinking that it was going by total character levels,... If that was the case I should have received another +2 damage for level 12 which wasn't showing on the character sheet.
The called shot should have come at level 9 total levels in that case. If it did, or didnt, I missed it.
So,.. For the level 12 damage thing my Sheet is showing 1d8+3(5 when str buffed due to a mighty +3 on the bow) That's 2 for AA and 3 Mighty) then another +2 for the first archer damage bonus, then another +3 for damask arrows. At level 12 there should be another +2
If Archer path goes by my ranger levels only, I shouldnt be able to make Damask arrows, since that is level 10 and I only have 9 Ranger levels
Then there is the issue of selecting a called shot feat that I should have already received at level 9.
Is there any way we can look into all this? Possibly re-level to 12 to fix the called shot feat dump issue? Also figure out why I didnt get the called shot at level 9, and also figure out where the second +2 damage bonus is?
