Plane touched races and Racial class restrictions

It seems that choosing a Genasi race through award, on a race that normally allows Earthkin Defender will restrict them from being able to choose the prestige class on level.
Steps to reproduce
----------------------------
Choose a race that can be used to fit a requirement for prestige class
Expected result
-----------------------
The Base Race of the character will be used to determine if racial requirements are met
Actual result
-------------------
Seems that only the current race is used to determine requirements

For the sake of Balance, Human Plane-touched get a major advantage over other races, with their bonus feat and bonus skill points being given prior to the racial award. Allowing these prestige classes would most likely help encourage more diverse Plane-touched, outside of just humans.
