Epic Necro Bonus Bug

So i've been testing with PM builds that don't take wizard/sorc as their base. When summoning the Dracolich, the stats have no benefit from Epic Necro. I've made both versions, one with Epic Necro and one without and they are identical.
The mummies seem to get the bonus though.

I’m curious to know if the Epic Caster Level bonus is working as well.

I worked w/Arigard on this. The necromancy foci apply correctly to the dracolich so long as you activate the undead dragon stream.
I've updated the wiki to make a note of this.

I believe the Epic Caster Level bonus applies to Dragon Knight but not Mummy Dust. From the wiki that's what's written. I assume it's intentional? I don't think people find Mummy Dust underwhelming so it could be a balance decision.
