Cross server "Lower the skiff!"

When asking the boatswain to lower the skiff from crows nest to cordor, it does nothing, forcing you to sail away or be stuck.
Steps to reproduce

rent the sea reaver (half breed camp)
go to Cordor
ask the boatswain to lower the skiff
Expected result
-----------------------
server transition + land at cordor?
Actual result
-------------------
Nothing
