The Half-orcs in "Raid the Harbage" at Skal doesn't give credit for half-orc kills for -ranger study
I've done the quest twice and have 0 credit for half-orc kills

When you examine them, does their race show as Half-Orc? I know there are some enemies that use the Half-Orc model, but are considered something else.

Yeah it does. And their name is literally "half-orc hunter"

What level ranger are you? Might be just not high enough level to trigger studied enemies yet?
Are you killing them yourself, or are others/summons?

That shouldn't matter. You should be able to start racking up kills at level 1. You may not be able to select a studied enemy, but you can run up the counters as much as you want.

All the lore, the writ listing, and the monster names point to them being Half Orcs.
-But I think they're mechanically Orcs, for some reason.

The Rambling Midget is correct. You can attain 100 kills even from the beginning as you won't pick a studied enemy automatically until you enter in the ranger command for it.
And this looks like one of those 'orc' posing as a 'half-orc' situations. There are plenty of half-orcs out in the world though.

Many of the Half-Orc mobs are mechanically Orcs rather than being HOrcs, thus they don't count towards Ranger's -study command.
This is why in many guides they are often listed and recommended to be taken as Favored Enemies rather than studied enemies. Only a few actual mechanical HOrcs are out there and they are mainly PCs. The NPCs are usually the friendly ones that you may need to join in on a raid in order to get a few kills. Andunor's Peacekeepers and wandering NPCs come to mind.
