Non-rogue assassin doesn't seem to be getting the stealth speed at 16 and up, unless that's intended.

Given that AB boost and Lightly Armored also require Rogue levels, I would assume that it's intentional, but I can't say for certain.

How many assassin levels do you have?

The check does the following: Add Rogue + SD + Assassin to check against 16. If its not accurate it won't grant.

So, you shouldn't need rogue. You just need to satisfy that equation. So, if you're a non-rogue assassin, you'll need 16 assassin.
