Shadow Mage: Shadowdancer levels not adding to CL

Tested on PGCC.
Per the Wiki:

Tested on 3 Wizard (Shadow Mage)/10 Shadowdancer with 20 base INT. Could only cast level 0, 1, & 2 spells. Shadowdancer levels were not applying to CL for the purposes of attaining Spell Levels. Nor for the purposes of spell slots. It was only counting for durations.

That is exactly what adding caster level means. Not a bug.

That is exactly what adding caster level means. Not a bug.
It does successfully add caster levels to spell effects like potency and duration but does not resist dispells any better. (Reported that a while ago)

And a SD 15 SM 15 can dispelled out of greater sanctuary or any other buffs by a lvl 20 caster casting greater dispel with no abjur 5 out of the 5 times I tested.
