Server Swap - Spells Autofire & Rest Meter

Spell Persistence & Rest Meter Issue:
Steps to reproduce
----------------------------
- Rested on Cordor server to Regain all Spells.
(Taking Rest Meter above 50%)
- Swapped to Surface server. Immediately several spells autofire (some previously used to Surface and some not) meaning full repertoire of spells not available.
(As Rest Meter now above 50% -- cannot immediately rest to rectify.)
Expected result
-----------------------
Correct persistence of full repertoire of spellbook /regained/ spells immediately saving on completion of rest.
Correct persistence of full spellbook upon a server swap.
No asynchronous behaviour between Cordor / Surface servers.
-save state is not auto recording / being used on rest?
Actual result
-------------------
Spell Persistence is being lost / incorrect applied despite rest.
Rest Meter is preventing immediate player correction.
(-save state is not auto recording / being used on rest?)
Notes:
If full solution is not immediately possible - perhaps auto-change rest meter to 45% (below rest threshold) on server swap -- allowing player to self-rectify any persistence bugs?
