skill penalty persists after dis-mounting [fixed]

As the title says;
Dis-mounting used to clear the -50 skill penalty (tumble, open lock hide/MS...), and it now longer works, forcing rest to clear the penalty.
my stubborn dorf cavalier refuses to come off her high horse.
