Favored Soul - Staff

Favored souls are not included in the list of "Only usable by" classes.
The list includes Bard, Cleric, Druid, Sorcerer, Wizard. But not Favored Soul, or Shaman.
I assume both Favored Souls and Shamans are supposed to be able to use staves.
Steps to reproduce
----------------------------
Craft or buy an unenchanted baseline staff as a Favored Soul or Shaman
Expected result
-----------------------
I can equip said baseline staff
Actual result
-------------------
I can't equip said baseline staff

This was tested on PGCC, no staves usable
