Edr, stagger damage

Inspired by WoW's brewmaster, I suggest stagger damage is incorporated for edr on crits.

For those not familiar, stagger damage takes damage from being hit and applies it over time instead of all at once like normal.

For example, a 160 damage crit would still do 160 damage, but spread over a 6s round. 1/3 of the damage every 2 seconds for three 'ticks' of 53 damage over six seconds. Essentially, each flurry. The ticks add up if another crit happens during the damage being applied over time and would be 106 damage ticks if another 160 crit were to hit.

Edr requirements help balance out the builds that could do this. I suggest edr 1 is only 20% of the crit damage staggered. Edr 2 as 40%, and edr 3 as 100%. Having to spend 3 epic feats on edr restricts builds as well. I could see someone making a Dex edodge with this somehow and potentially making druids and warlocks better, but leave that up to more pvp savvy to work out.

I suggest this comes with some class synergy.

Majority fighter levels: "trading blows" take 150% of the remaining damage but attempt to add it back on your next attack. So, from the example above, after the first tick off the flurry the fighter would have taken 53 damage and there would be 107 damage left. Add a new instant ability for this one that would apply 178 now to the fighter and 178 to the target if the attack hits, activated like kd where the attack gets your progression in the flurry.

Majority ED levels: "counter attack" if leave defensive stance while under the effects of the stagger gain +1 apr and 50% move speed, stacks with haste.

Majority Barb levels: "good grog" drinking booze removes all the remaining 'ticks' left of stagger damage. Even from multiple crits.

Majority druid levels: "2nd wind" gain a bonus to concentration if shifting back to normal during the stagger, bonus equal to the 'tick' damage.

Majority warlock levels: "shared suffering" transfer stagger damage to summon if active.

Denied. Druids and warlocks absolutely do not need buffs, EkD is getting reworked, and, if the intent was to just buff con barbs, I'd rather implement a different solution that does not affect the other 3 classes.
