The Silver Skull Ring offers 1/day Animate Dead (CL 15) and a charge based summon undead (CL16).

Expected Result - Use the animate dead with vampire stream, get a Wight friend to play with as per the table here http://wiki.nwnarelith.com/Summoning_Changes

Actual Result - Got a two bit Ghoul to play with.

Reproduce - Get a none caster, get a silver skull ring and cast Animate dead be disapointed

What would a fix look like? - Match the spell/summon to the correct caster level.

You quite possibly have no UCL. If that's the case, then I think it's working as intended.

I get the character has zero but every other item or spell works from the CL as defined by the item. Seems a bug that this one single item doesn't.

E.g. Belt of endurance casts endurance at CL 12 regardless of if you are a level 2 fighter or level 30 mage.

"UCL: The Undead Caster Level is either your full cleric levels, or your added total of wizard, sorcerer and pale master levels."

So, you having 0 UCL results in a Ghoul, working as intended. Your CL is separate to your UCL.

Oh. Thats very dissapointing.

There are items in game that can give you a SF: Necromancy feat, though .. or using a higher circle undead spell could work too.

Neither SF necromancy nor higher level spells (Unless you somehow find a mummy dust item) will give you higher-tier summons. It's always based off your UCL (And whether you have mummy dust).
