Radiant Heart courier quest not working.

(Courier) The Scars of Glory.
Objective 1. Pick up package from Sasha Silverscales-Dizonne in Burrowhome, Bendir Dale.
Objective 2. Deliver the package to Hannah Steingard, Master of the Arena in Cordor.

I did not receive the package, tried leaving area, relogging, then enter Burrowhome again. Nothing. Spoke to a few other Bendirian NPCs too, as well as Hannah in Cordor (Figured the names might've been switched) but no.

I had thought it odd that all the Radiant Heart quests went up to level 30. But today they were all limited to expectable limits, is this wrong? Was it wrong before and corrected now, or is it just tied to my rank? Also there were two versions of each of the courier quests. Of course I picked the one in my level range (but it looked to be the same exact writ?), but to no avail.
