Make Wild Mage require 20 RPR

In light of recent griefing events, and as per suggestion in the discord, make it so Wild Mage requires 20 RPR. So if a griefer is CD-Key banned they can't log into a different account and repeat their griefing.

We have another solution nearly ready to go live, this would cut new players new to the game out of the class.
