Well if the skull coins ment to be a tribal item of exchange , i think the lore requierement for it unnecessery (which most tribal probably dont have). A tribal class (barbarian, fighter...etc) if not spend on lore cannot recognise a skull coins, which would be a basic thing in their culture.
Suggestion: remove lore for identify a skull coin for everyone.
