Additional Languages (Epic Feat)

Similar to how Epic Reputation replicates the effects of the noble gift; it would be pretty nice for those characters who would like to engage in the roleplay of learning additional languages but don't have a massive int score with the ability to replicate Gift of Tongues via an Epic Feat.
