Simple thought, charging 1-5 gold per change. (possibly more)
Poor and wealthy alike would dye their clothes, but the poorer people would be more prone to leave it in the style it was made. It might help define the wealthy from the poor as well as give the mirrors more definition since they will charge it will be a little more like "the Basin" but it has no failure.
