Persistent Charity Chest in Nomad

After seeing some rather extravagant charity from a player today, I thought it might be nice to have the Charity Chests in the Nomad be an open, persistent chest much like the one in...a specific Cordor area.
This way, donated items wouldn't get wasted and wiped out by resets. I've been told these chests have been kind of a fixture for years, and since there's precedent for having a public and persistent chest it just seems natural.
