a bug with wild mage's heal target surge

Description:
it seems that the heal target surge (at least the -fated one) heals for... strangely small amount of health.
steps to reproduce:
have any target (in my case, an ancient water elemental) with low hp, -fate a "heal target" surge, proc it with haste.
expected result:
target gets healed for 100 + 5 * CL (in my case, CL 30, so 250) hp.
actual result:
healing was much, much smaller than 100 + 5*CL.

Notes:
the elemental itself had incredibly low hp - there is a chance that the 26 hp was it's current health, so there is a chance that healing is capped by the lower between 100 + 5 * CL and current health, instead of the lower between 100 + 5 * cl and missing health.
