I never seem to be able to find paper when I need it or the paper barrel is always empty. My suggestion would be to either add more paper barrels in cities or maybe add paper to the loot matrix for book shelves. Surely someone would stuff some paper on a book shelf every once in a while.

Paper is in the loot matrix. It can also be crafted very simply.

You can also buy it from various vendours over the surface. If Irongron wants to add more paper barrels I won't stop him, but I don't think it's really needed.
