NPCs no longer have conversations

Description of Bug Experienced:
Talking to Paxton in the Nomad comes up with no dialog. The sound of your own character being prompted plays. I am told by NicholasDeLeone (player of Tiffany Vox) that Sgt. Reginalli is also affected this way.
Steps to reproduce the Bug:
Talk to Paxton in the Nomad (and perhaps also Reginali and other NPCs)
Expected Result:
Enter the writ dialog (or the bounty heads dialog)
Actual Result:
No dialog, bar the sound of your own character being prompted
