Sencliff - Ships Needed! (And More!)

Sencliff does not have the ships required to be a viable force at sea.
We, an island of pirates, focused on sailing, have two charter ships, that anyone with ink may rent, and consequently sink. Pouring hours of time into resource gathering into upgrades which would give even a slim chance at success in naval conflict, is beyond daunting, when there is no mechanism in place to prevent people from sabotaging these efforts.
Greenhorns going out to sea, now, especially alone, is a terrible idea. We have begun to express the concerns and warn each other, in character. Dying at sea, and losing the ships until next reset, is happening more frequently. A method of ship retrieval is needed, too. Perhaps releasing the ship for a different inked person to take command of, if found derelict at sea? It seems strange that a person just having suffered death, would have it in mind to immediately run to the signs to release the charter vessel.
It would be highly recommended, that some sort of ink hierarchy be placed on the rentals.
It would be excellent if Sencliff received a few more own-able ships, that perhaps have some method of term limits implemented.
Suggestions among active Sencliff players have included 2-3 year terms that Dread Inked Pirates can vie for. Something that would keep players interested in continuing to play pirates. Maybe such bidding should be done with resources gathered, rather than straight currency, so the rich are not guaranteed to win?
A crew system beyond just making faction would be great, too.
