Disguise and Disguise_Race interaction

Even when I can break someone's disguise and cover I can't seem to be able to break the race they are disguised as.
I tested with someone who was under 20 points below in bluff compared to my spot. Did it 3x to make sure it was not a hidden 20 roll.
This might be due to some interaction between both disguises. Apparently only one can be broken but not both of them?
