Cordor Council Change

Reduce Cordor's council to a single leader.
Under the new citizenship system, Cordor will have far fewer citizens, going forward, and probably not enough to reliably pick three competent leaders from. It can be argued that Cordor would be at greater risk of lacking leadership because a single leader is more likely to disappear, but it has also been irrefutably demonstrated that - with the exception of some rare cases - the three Councilor system is ineffectual. It has become common for players to join the Council either solely for the prestige or to hamper the efforts of other Councilors, with no intention of creating any RP for the city. With a single leader, voters will need to choose more carefully, lazy and incompetent candidates will have a more difficult time getting elected, and the chosen leader will actually have the power to make changes and lead.
