NPCs Aimlessly Walking, Shops Not Working

I have no idea how to apply this to the template.

Shortly before posting this, a lot of NPCs started to wander about randomly and not stay in place. They can be spoken to, but if they had a shop, it does not work. This has been reported on surface, Distant Shores, and Underdark servers. It likely affects all four. Not all NPCs are affected. The Hub, Skal, and Myon are reported locations so far but it's likely across the servers.

Same thing happened in Guldorand right before and after the reset following the pirate raid.

If proof is needed, this is a few of the npc's

Can confirm this happened after the reset in Andunor. All the NPC merchants have worked so far for me EXCEPT Chelyrra in The Hub. (Last I checked, she had taken the spot of the goblin healing supplies merchant.)

All Skal merchants in the Trade Post are also affected. And they've lost their shops too

Should be fixed, report if traders still don't have access to their shops and which ones along with the area.
