Steps to reproduce

Went to the Sunken City 4 or 5 times... Only Once (the first attempt) did the explosive barrels required to progress through the dungeon spawn
Expected result
-----------------------
Explosive Barrels should simply be there when progressing through the dungeon (?)
Actual result
-------------------
No barrels. No way to progress.
