Ranger can control 4 animals permanently

This used to work and only allow to use animal empathy on up to two creatures when i last played my ranger.
Now..something broke. I can seemingly turn 4 creatures into perma-henchmen?
I get a message upon trying a 5th that "you can only have up to 4 henchmen" .. but that seems to be the regular limit on followers..not a limit on the Animal Empathy.
