Zhentarim Fear Speaker

The feat Bardic Knowledge doesn't seem to be working on the Zhentarim Fear Speaker. He receives no bonus to lore in any way, shape, or form. Nothing in the character sheet, can't identify simple items, cannot use higher than level 2 scrolls, nothing.
