Swashbuckler INT damage+ not always applying to offhand

Description of Bug Experienced:
In regards to the swashbuckler damage bonus from INT, I have not been consistently receiving it on my offhand. Unsure why and I haven't been able to work out what triggers it to apply to my offhand when it does decide to. The screenshot is from a lvl 13 swashbuckler single classed pixie.
Steps to reproduce the Bug:
Unsure, it happens sometimes and not other times
Expected Result:
Damage bonus applies to offhand
Actual Result:
Damage bonus only applies to offhand sometimes and seemingly on some strange whim
