Ilneval Not Allowed for Divine Caster/Champion of Torm Orogs

Exactly what the title says. Issue has persisted since around June/July, was marked as fixed on a previous report but still isn't.
Steps to reproduce
Make an Orog of appropriate alignment (LE, NE, CE) and class (divine casters, CoT) and try to select Ilneval as a patron.
Expected result
Should be able to properly select diety
Actual result
Despite it being an orc pantheon god, you cannot select it without the Gift of Devotion.

See previous report here. Is not working in PGCC and Underdark as of this writing, unless you have Gift of Devotion.
