Settlements: Trade license

Allow characters to purchase a trade licence or become a registered merchant in a settlement for a largish gold cost. Characters with a trade license in a particular city can purchase resources from that settlement.
This would open up the ability of characters to give resources to NPC populations more broadly without requiring characters to purchase from only a single settlement or become permanent citizens in order to purchase these resources.
