Missing Nel the Foreman

Hi, there is a courier quest that runs from Brogendenstein that requires you to pick up a parcel from the dwarf in the mines [Writ name 'Live by the blade'] and then run it to Nel the Foreman in Guldorand, within the Logging Grounds. However, the foreman is no where to be seen [A DM helped look as well and couldn't seem to find him] so the writ goes incompleted. Thanks!
