Deep Imaskari and Surface Writs

I was under the impression that Deep Imaskari should be able to take surface writs, yet as I tried the writ givers are still mean to me. D:

This happened in Guldorand.

Spotted likely issue, it's looking at subraces instead of races. In the pipeline shortly.
