Club - Pointlessly has UBAB progression?

The club is a weapon that has been customized to benefit off the monk UBAB and Flurry of Blows abilities. While FoB is pretty nice on it, the UBAB progression is really strange without the club benefitting off weapon finesse. Monk UBAB requires you to not wear any armor or utilize a shield, yet the club currently only truly benefits from a strength build.
Was weapon finesse intentionally forgotten? Are there viable builds with the club utilizing its UBAB progression?

Club is small person option of naginata for 2 handed ubab.

Club is also a rogue proficiency weapon which makes it very interesting.

It clearly exists in such a state for lawful good strength-based police officer monk purposes.
