Project Image failure starts cooldown

Current Behavior:
If you send a Project Image to someone in a transition, the spell will fail, and you will be unable to send the Image again until the countdown has finished, or you rest.
Expected Behavior:
If the spell fails to kick off, that it not start the Cooldown, especially since you just need to wait a few minutes for them to finish loading. The failure is due to a server mechanic.
