Description : Unequipping staff removed Spells Gained

If you equip and unequip the Tribal Staff it pulls off the added spells untill you have 0 spells.

Steps to reproduce
----------------------------

Rest and gain all your spells for the day.

Equip staff - look at spell slots go up;

Remove staff and spells go down.

Equip staff again - spells do not go up.

Remove staff again - spells go down.

Equip staff spells do not go up.

Remove staff - you no longer have any spells to cast.

Expected result
-----------------------

Should add and remove as staff is added and remove.

Actual result
-------------------

Adds initially but then after only removes spells.

Notes
---------

The removed spells get restored automatically, though I couldn't validate if it was the next exp tick that did it or if it was transitioning a few areas.

So if you are in combat you cant switch from ranged to melee and back again multiple times. You end up with 0 spells.
