Tenser's limitation adjustment.

So this is entirely selfish as it was a big disappointment my wizard couldn't use Tenser's anymore I think I may or may not have a point, you get to judge.
Right now it requires 24 wizard/sorc levels at level 30 to Tenser's. It prevents some potentially too powerful build combinations. However, I'd say it limits the build choices a tad too much, my own wizard as the prime example.
I decided to gimp my combat efficiency in favor of a more flavorful build, adding 5 loremaster so I get to blast enemies efficiently with my wands, concept being an artificer. Those loremaster levels made my artificer's combat augmentation (Tenser's) malfunction apparently.
Just reducing the limitation to 70% would allow more wiggle room for arcanists to have a more imaginative build, given 80% still allows for increased apr and 21/9 that 70% allows doesn't let you enjoy palemaster crit immunity, I don't see much harm in it.
Alternatively it could be considered that those who don't reach the level amount could still use the old version of Tenser's.
