Guldorand border expansion to cover the docks

Guldorand settlement border does not include the dock area. Perhaps expand the settlement border to mechanically include this? (Would probably only concern the cave dwelling, since guild halls seem exempt from settlement ruling anyway. Not so sure about ships).
It seems rather odd to have the docks be 100% autonomous, given that they appear to be part of Guldorand.
