Fighter +10 discipline bonus at lvl 28

I have already asked this question in another thread of the forum, but no one answered me, so I believe I can consider this a bug. The fighter +10 discipline bonus, which is given at level 28 according to wikipedia, does not work. It is absent in my level 30 character and does not work on PGCC either.
