Relevels not given on shadow mages

On two different shadow mages the -relevel command says I have no tokens. One is a current character, while another is a very old and retired one I just logged into to see if it was something special with my current character.

Yes, still broken.
Current character was resolved manually so tried on a retired character and still not working.
