Scry Cooldown Happens when Target is Area Transitioning

Description of Bug Experienced:
(please include information of what you did, that lead up to the bug, what you expected to happen there, and what actually happened, then move on to describe below:) A long-standing bug where when someone is transitioning, and they are scried, the spell fails, costs the 'charge', and used to require rest. This bug was never addressed, and now prevents scrying for an unavoidable ten minutes because of a server limitation. This was addressed as being a bug when it used to also cost components to have this fail. Previously, you could rest and properly scry someone.
Steps to reproduce the Bug:
Scry someone who is going through a transition and is loading into a new area.
Expected Result:
Get feedback (see image) that the spell failed, wait a few seconds for the person to finish transitioning and loading into their new area, and be able to scry them at the end of those few seconds.
Actual Result:
Get the spell failed feedback, and the cooldown kicks in, preventing scrying for 10 minutes.
