Pennyrose Can't Be Found After Renting

Rent the Pennyrose from Josie.
Go to the "Dock" clickable that also shares the Ironhelm.
Pennyrose is not an option.
No other "Dock" clickable in sight.
Which means, the Pennyrose can be rented, but then it cannot be boarded and used.
Edit: I've been told that the ships can be rented even if they're lost at sea, docked elsewhere, or otherwise not at port. This seems like a design flaw. It would be best to ensure the ships are actually back at their home port if they are capable of being rented.
