They're more than capable of using the Logging Axe which is small as well, I'm wondering why they can't use the Gem Mining Hammer. Its highlighted in red.

Gem Mining Hammers are based on Light Hammers which are considered Tiny. Firbolgs cannot use Tiny weapons.
