Elven Quarter - Faction House, inaccessible

Since the last reset the faction house of the Elven Quarter is not opening to the faction members, including the faction owner. Dialogue runs as before with an NPC, but nothing happens.

I've put a hotfix in for next reset. Hopefully this resolves it going forward.
