Ship Charter Cooldown

The new cooldown for the sale of quarters has essentially made ships unusable.
Steps to reproduce
----------------------------
Rent a ship & release it when done with it as normal.
Expected result
-----------------------
The ship immediately goes up for rent for whoever wants it next.
Actual result
-------------------
The ship goes on a several day cooldown as if it was a quarter due to the recent quarter update, essentially shutting down writ work for Sencliff.
