Summon familliar cooldown

Hey,
I created a new character (wizard), brought it to level 3 (on live), then proceeded to summon familliar, it didn't summon anything but the label of the feat in my action bar changed to "unsummon familliar". Logging off and back in considered the fear spent for the next 10 minutes.
Worse, summoning a "shelgarn blade" retriggered the 10 minutes wait before familiar. I then suspect that the 24h duration of the dagger is somehow making it connected with the summon familliar and triggering the same cooldown.
