Bug with Trade Skills Points reassignment

Hey! I wanted to reassign some trade skill points on my character in exchange of level decrease today. Got help from DM, but it didn't go right.
1. I needed to free 22 points, by deducting 12 points from Smithing and 10 points from Arts. Leaving me with 1 Smithing and 48 Arts.
2. I received game log message that the skills were decreased the right amount.
3. I relogged once to see that changes and found out that my Smithing skill was at 2, although it had to be 1 (it's the default race bonus). That looked strange and DM tried to decrease Smithing by 1 point more, but it didn't work. It stayed at 2.
4. When I relogged again I tried to decrease the skill by clicking Decrease in the dialogue box, which actually worked and now my Smithing was at 1 and Arts was at 48 like intended.
5. The problem was that I still had Decrease option in any (even untrained) skill. The 22 points that were taken from me are listed as "available to transfer".
6. I went to Carpentry skill option and clicked Decrease to see if it works. It did nothing but took 1 point from the "transfer" pool, so it's now 21.
