New Dispel Resistance

The new update regarding dispel resistance, how exactly does that work if it is purely tracked based on effect rather than caster level? Does this make it so CL30 spellcasters are as easily dispelled as someone who only has 16 caster levels?

Often, dispel vulnerability was a game balance trade off. SS/WMs are incredibly terrifying, but at only CL21, you at least can easily dispel them, for example.

Can we get some elaboration from the dev team about the new dispel resistance, as from a spellcasting perspective this is potentially a huge consideration.

TL;DR: dispel resistance works now as it always should had, and includes the "feature" where if it's item based casting and you're mundane to use your hit dice

So am I correct in this example?

A level 27/3 wizard casting bulls strength as a spell would have a dispel resist of 27 + 12 (or is it 11 now?)

The same wizard using a bulls strength wand (15) would have 15 + 12 (or is it 11 now?).

A mundane using a bulls strength wand would have a dispel level of their character level so 30 + 12 (Or is it 11 now?)

Is the above correct and my question would be at what point is a build considered mundane? Are we still at the point where under 12 levels of a casting class makes a build mundane?

You're considered 'mundane' if you have not cast anything this reset.

A L20 Bard/L10 PDK who only uses wands/scrolls/potions will be dispelled as if they were L30 - but the instant they cast a single spell themselves, all of their wands/scrolls/potions/self-buffs are considered CL20 (because they're a CL20 Bard) until the next reset, iirc.

The same would be true for a 27 Wizard/3 Rogue who decided not to only use wands for an entire reset - they'd be CL30 instead of CL27.

I do not know how spells granted to specific classes as abilities (like assassin spells and the BG Bull's Strength) interact with this.

EDIT: Just been informed that assassin/BG spells and similar abilities are not mechanically considered spells; only spells cast from the spellbook system count for this. Buff away, BG's.

Does my use of epic spell commands to contact someone else, or the Illusory copy make me a spellcaster for that reset?
